Activate the yeast by mixing warm water and sugar in a bowl. Sprinkle the yeast on top; let it sit for 5-10 minutes until frothy.
In a large bowl, combine flour and salt. Create a well in the center.
Pour the yeast mixture into the well along with melted butter and minced garlic. Stir until combined.
Knead dough on a floured surface for about 8-10 minutes until smooth and elastic.
Place dough in a greased bowl, cover with a towel, and let it rise for about an hour or until doubled in size.
Punch down the dough, divide into equal pieces, shape into rolls, and place in a greased baking dish. Let rise for another 30 minutes.
Preheat oven to 375°F (190°C). Bake rolls for 20-25 minutes until golden brown.
